OEA Negotiations Update - Nov 3, 2017

Orcutt Educators Association 2017-18 proposals side-by-side with OUSD proposals. The District offered its proposals as a package deal; none of the individual proposals from the District can be accepted on its own.  As of November 3, 2017, OEA has rejected the District’s package proposal. Our next bargaining sessions are scheduled for November 13th & 30th. (An earlier version of this chart had an error in the description of the OEA Early Retirement Proposal.)

Increase TK-3 class size site average from 27 to 29 students
Current 3-year MOU in place that keeps average at 27
Child Bonding Leave
A new contract section that complies with new state law.
Counterproposal in process
Stipends
New stipends rejected; connecting stipends to salary schedule rejected.
Connect stipends to salary schedule and add stipends for Math Bowl, Battle of the Books, Flag Football and Elementary Student Council Advisor.
Early Retirement (offered by OUSD ONLY if all other proposals are accepted).
$20,000 OR an additional year of Health and Welfare Benefits (total of 6) IF there are at least 15 eligible retirements announced by Feb. 1, 2018
If 11 eligible retirements: $25,000 payment; 8 eligible retirements: $20,000 or one year of health and welfare benefits; five eligible retirements: six additional months of health, dental and vision coverage. (None of these would require additional days of work.)

Increase the number of years of outside experience from 5 to 10 years for new hires only

OEA Bargaining Update – Feb. 2, 2017


First, I want to thank all of you who were able to come to the General Membership meeting Wednesday. Since I know that not everyone could attend, and to reinforce what we talked about, I am providing this written bargaining update.

 Let me share where we are on specific proposals:

Add a Binding Arbitration step to the grievance procedure
The District has rejected binding arbitration, stating:
“The Board of Trustees have shown they are a fair arbiter of dispute over the contract.”
TK-6 Release Days (currently 2 per trimester)
Add PE and Music teachers to those who may use this time; reduce the number of total days to 5 (no more than two per trimester); increase the number of teacher-directed PLC sessions from one-per-month to two-per-month (every other session)

At the presentation, we also showed members that the percentage of the district budget dedicated to teacher’s salaries and to all employee health and welfare benefits continues to drop, as it has since 2012-13.
